A petition to declare a debtor insolvent (bankrupt) is the procedural document that initiates insolvency proceedings before a commercial (Arbitrazh) court. It is filed by a creditor, the debtor, or an authorized body on the grounds set out in Federal Law No. 127-FZ of 26 October 2002. The court accepts the petition where claims against a legal entity total at least RUB 300,000 (against an individual — at least RUB 500,000) and the obligations have gone unperformed for three months.
